It has been proven the the part of the recruitment process which takes up the most time, and always absorbs a fair amount of the cost, is the initial screening process. You place your advert or give an assignment to a recruiter and wait for the responses to come in.
Inevitably the majority of the responses which are received will not make it through to the shortlist or interview stage but you must still perform some kind of up-front filtering of the responses to identify suitable candidates. Telephone pre-screening is one solution, as is requiring the candidate to fill out an application form. The former suffers because of the cost in time and resources, the latter because sometimes good candidates do not fill out and return the forms.
